Bureaucracy turns small errors into systemic harm while fantasy offers an unstable refuge.

The film presents bureaucracy as a system in which paperwork can become more authoritative than the people it is supposed to serve. Harm emerges not only from a villain's intent but from procedures that keep moving after their premises have failed.

Fantasy offers an inner space beyond administrative control, yet escape cannot by itself change the institutions that produce harm. Imagination can preserve a sense of self while also postponing action.

The comedy makes absurdity visible, but its targets remain serious: surveillance, unaccountable authority, and the ease with which workers carry out tasks without understanding their consequences.

Responsibility within a system is distributed, not dissolved. The film asks what it means to refuse participation when rules are powerful and individual resistance carries a cost.

Where do I follow a procedure because it is required, without asking who is harmed by its outcome?
