The Volkswagen Emissions Scandal

Software was used to make some diesel vehicles behave differently during emissions tests.

The Mechanism: Volkswagen admitted in 2015 that software in certain diesel vehicles detected emissions testing conditions and altered engine behavior. This caused laboratory results to differ from normal driving emissions.

The Philosophical Pivot: A metric intended to represent environmental performance became a target that could be manipulated. When evaluation conditions are known, organizations may optimize for passing the test rather than meeting the underlying purpose.

The Horizon: Regulation must combine testing, independent verification, and consequences that make deception costly. Software governance is now part of environmental accountability, not merely a technical detail.

Consumers and communities relied on claims that were difficult to verify individually. Trust requires institutions to test performance under conditions that reflect actual use.

A system can satisfy the measure and betray the meaning of what the measure was designed to protect.

When a measure becomes the goal, the reality it was meant to represent can disappear.

What outcomes do I measure, and how might people manipulate the measure instead of improving the reality?
